Current Status of Support for the Disabled and Policy Tasks Following the COVID-19 Outbreak

Abstract
The purpose of this study is to reveal the current status of support for the disabled and suggest policy tasks as a response to the COVID-19 outbreak. As a research method, the concept and outbreak status of COVID-19 and cases of response in the field of people with disabilities are examined, focusing on the central and local governments(Seoul Metropolitan Government?Gyeonggi-do). The study derives major issues of support for the disabled in response to the COVID-19 outbreak and proposes future support policy tasks. As a result of the study, the lack of statistics on the disabled, suspension of service use due to closure of welfare facilities, support plan for people with disabilities in high-risk groups including the disabled living in facilities are found to be problems. In addition, it clarifies that suspension of activity support services due to quarantine and the accessibility of information to people with sight, hearing, and developmental disabilities are drawbacks. Accordingly, it is necessary to conduct a survey on the status of people with disabilities related to COVID-19, prepare a detailed manual for responding to infectious diseases reflecting the characteristics of disabilities and institutions, develop and support untact welfare services for the disabled. Also, there is need to establish a crisis management and monitoring system for the disabled, prepare measures to support resilience such as mental health, improve support methods like emergency care, diversify service contents, and support the conservation of income for the disabled.
